What you will need

Before you start

Online representations can only be made against penalty charge notices issued for crossings on the Mersey Gateway bridge and Silver Jubilee bridge.

To make a representation, you will need:

  • The PCN
  • The PCN number which will start with the letters 'XM' or ‘MF’
  • The registration number of the vehicle that is referred to in the PCN

Please note, a response to a Representation can take up to 56 days

Supporting evidence

You will be able to upload legible scans as PDF, JPG or PNG as supporting evidence, for example:

  • a receipt or unique transaction number for your payment
  • the name and address of the person you sold the vehicle to and a proof of sale document
  • a crime reference or unique reference number for a stolen vehicle
  • a copy of the hire agreement and statement of liability
  • your V5C form for an exempt vehicle (with letter from appropriate officer if an emergency service or military vehicle)
  • a death certificate if the registered keeper is deceased
  • evidence that the vehicle was in a different location at the time of the crossing on the PCN
  • any other evidence to assist us understanding your case

Grounds

Select the grounds for which you wish to make a representation from the list below.

Select this option if you:

  • Have never been the registered keeper of the vehicle, or
  • You were not the registered keeper of the vehicle at the time of the alleged contravention, or
  • You only became the registered keeper after the time of the alleged contravention

In the next screen we will ask you to attach supporting evidence that proves you were not the registered keeper of the vehicle when the alleged contravention occurred. For example:

  • Name and address of the person you disposed of the motor vehicle to and proof of disposal, such as a dated invoice or receipt
  • Name and address of the person you acquired the vehicle from and dated proof of the transfer, such as an invoice, receipt or registration document (V5C)

If you do not provide supporting evidence we may reject your representation.

In the next screen we will ask you to provide the supporting evidence such as the name and address of the person you believe was using or keeping the vehicle.
If you reported the vehicle as stolen, we will need to see the crime reference number or police unique reference number or the insurance claim reference.
If you do not provide enough evidence we may reject your representation.

In the next screen we will ask you to provide the supporting evidence such as a copy of the hire agreement which should include the hirer’s full name and address and a signed statement of liability for road user charges or penalty charges.
If you do not provide enough evidence we may reject your representation.

In the next screen we will ask you to provide a copy of your merseyflow receipt or the unique payment reference number. Please note that a bank statement will not be accepted. We remind you that the road user charge should be paid either in advance or by midnight the day after crossing.
If you do not provide enough evidence we may reject your representation.

This means the authority has asked for more than it is entitled to under the relevant regulations.

If you believe you are exempt from payment, please provide proof of your exemption. Please note that blue badge holders must register with merseyflow before using the bridge to qualify for exemption.
If you do not provide enough evidence we may reject your representation.

In order to consider your representation, in the next screen we will ask you to explain the reason why you think there has been a failure on the part of the charging authority.
