Save up to 10% on the cost of each journey
Anyone, whether they are driving for business or personal use, can register for a pre-pay plan.
When you register your vehicle for a merseyflow pre-pay plan you will need to pay a total of £25 comprising:
£5 registration fee per vehicle
£20 initial account balance to pay for your crossings
If you make more than 50 one-way trips monthly, you may benefit from a monthly pass.

Eligible Halton Residents can register for a Local User Discount Scheme (LUDS) for a £12 annual administration fee, discounted to £10 for subsequent years once auto renewal has been set up. Once the LUDS plan is approved, Halton Residents can make as many personal trips as they like at no extra charge (subject to a fair usage policy). For more information, please refer to merseyflow Terms & Conditions.

To qualify you must be able to provide evidence that you meet the relevant criteria below:
- either: (a) be registered with Halton Borough Council as living in a property in Halton with a Council Tax Band of A, B, C, D, E or F, or (b) be registered with Halton Borough Council as living in a property in Halton with a Council Tax Band of G and H and successfully apply to the council to be included in the LUDS as a result of economic hardship or other special circumstances*,
- be the holder of a valid and current UK driving licence.
- be the registered keeper according to the DVLA of a car or small van** registered in Halton. Equivalent proof that you are an eligible Halton resident who has a lease or hire vehicle.
*If you are a Halton resident who is not eligible for the LUDS you may qualify for help through the Halton Local User Discount Support Scheme
**Only Class 2 vehicles are eligible under the LUDS. Please see our tolling charges and for a more detailed breakdown of vehicle classes please refer to the relevant FAQ
Once you have registered for an account, we will check your details and as soon as your payment has been confirmed we will send you your merseyflow sticker to go on your vehicle’s windscreen.
The easiest way to manage your LUDS plan is to opt in for Auto Renewal and Direct Debit. This will automatically renew your plan annually.
Providing that the details on your account remain the same, you won’t need to re-submit any documents every 12 months or remember to make the payment. Eligibility will be checked by a 3rd party agency.
If you opt for manual renewal you will need to re-register every 12 months and remember to make the £12 administration fee payment every year.
Halton residents with a disability which prevents them from driving but are not eligible for a Blue Badge could register a vehicle to benefit from unlimited crossings under the Local User Discount Scheme. For more information click here.

- Your current valid driving licence.
- Your current council tax bill (a copy bill can be downloaded by registering for an online account with Halton Borough Council).
- Your vehicle registration document (V5C).
The address shown on all documents must match the address you provide when registering your account as should the name on the driver’s licence and V5C document.
Payment of the £12 administration fee will be required on registration and will be processed when your documents have been approved.

If you are a Blue Badge holder you can cross both bridges unlimited at no extra charge once you have successfully registered with merseyflow and paid a £5 registration fee.
If you are a Blue Badge holder and don’t register for a Blue Badge plan, you will have to pay the toll/charge for each crossing each time to use the Mersey Gateway or Silver Jubilee Bridge, and you could even get a penalty charge of up to £75 if you fail to pay the toll charge on time. The Blue Badge holder must be present in the vehicle when crossings are made in line with the Terms and Conditions for a Blue Badge plan.
Blue badge Important: before you start
- You can only register one vehicle to get your Blue Badge discount – so make sure you register the vehicle you will use most.
- You don’t have to be the registered owner of the vehicle to register it in your name and qualify for unlimited crossings, but …
- As the Blue Badge holder you have to be in the vehicle to qualify for the unlimited crossing – if someone else is using the vehicle on their own they will have to pay.
- Before registering for the account, please ensure that you have photos or scanned versions of both sides of your Blue Badge ready as you will need to upload these as 2 separate documents to complete the registration process. The documents must be in PDF, PNG, JPG or BMP format and must not be larger than 5MB.
Halton Residents who have a disability but are not eligible for a Blue Badge and whose disability prevents them from driving are able to register a vehicle to benefit from unlimited crossings under the Local User Discount Scheme when they are travelling in the vehicle.
